Juliette Gordon Low, founder of Girl Scouts of the USA, was born Juliette Magill Kinzie Gordon on October 31,1860, in Savannah, Georgia. Juliette Gordon Low was a youth leader and founded Girl Scouts of the USA on March 12,1912. The organization was incorporated in 1915 and it began with 18 girls.
